I can't say if there is a fuse in there or not, but i do know that it's a known fact that some 4600's shipped with bad or weak supplies. Do you have another power supply you can try in it? That would be the easiest test. It's a standard pinout wiring so any standard PSU with enough power should work. I have a Dell 4600 myself that had the PSU die in it early last year. I can't say that I bothered to check the LED inside, I knew it was most likely the PSU and had one in another computer to test it with so I just pulled it out, slapped it in and it worked, so I bought a new one for it.
